The Organization Project grant category supports Oakland-based nonprofit organizations producing art activities in Oakland that culminate in a local public outcome for the benefit of the community. Such activities include, but are not limited to, performances in dance, music or theater, visual art and public art projects, classes and workshops, exhibitions, and literary activities.
All arts and cultural activities for which FY 2016-2017 Cultural Funding Program support is requested must occur within the City of Oakland between July 1, 2016 and June 30, 2017.

Applicant organizations must:
Be based in Oakland at the time of application
Maintain Oakland residency throughout the grant period
Proof of organization's residency is required and may be satisfied by submitting a copy of one of the following:
Organizations that received grants through the Organization Project category for the past three consecutive grant cycles (Fiscal Years 13-14, 14-15, and 15-16) are ineligible to apply in FY16-17. After a one-year hiatus, organizations may apply again for the FY17-18 cycle.
Incorporated arts organizations must be Oakland-based nonprofits that meet the following criteria:
Be a registered nonprofit in good standing with the State of California and have IRS 501(c)(3) status with a street address in Oakland (a P.O. Box alone is NOT acceptable)
Have its business office located in Oakland and letterhead with an Oakland business address (a P.O. Box alone is not acceptable) and Oakland phone number
Comply with federal regulations pertaining to federal grant recipients by meeting the provisions of Section 504 of the Rehabilitation Act of 1963; Title VI of the Civil Rights Act of 1964; Title IX of the Education Amendments of 1972; Americans with Disabilities Act and Age Discrimination Act of 1975.
Organizations that are not primarily arts and/or cultural providers are eligible only if they have an ongoing, substantial, and integral arts and/or cultural program within their organization. The organization must be able to document a minimum of two years' history providing art and cultural services in Oakland. Requests must be based on the budget of the arts program only, not the organization's entire budget.
Unincorporated Oakland-based organizations with annual operating budgets of $100,000 or more may apply with a fiscal sponsor, and must meet the following criteria:
Have State of California papers of registration as a nonprofit organization to be eligible to apply under a fiscal sponsor's umbrella, and
May apply using a fiscal sponsor for only one year.
Unincorporated Oakland-based organizations with annual operating budgets of under $100,000 may apply using a fiscal sponsor for up to three years. After three years, the organization may be re-evaluated for eligibility before applying again.
Using A Fiscal Sponsor:
Unincorporated Oakland-based organizations applying under a fiscal sponsor must meet the following requirements:
The Fiscal Sponsor must be Oakland-based and meet the eligibility requirements stipulated for incorporated organizations apply for this grant program as shown above.
The Fiscal Sponsor and non-501(c)(3) organization must share similar missions
A comprehensive written agreement from the fiscal sponsor must accompany the application. The agreement should include the following:
Description of the exact nature of the services to be provided by the fiscal sponsor, outlining responsibility of fiscal sponsor in terms of financial arrangement, application preparation and reporting/grant compliance
The fiscal sponsor fee
Qualifications/resume and contact information of the fiscal sponsor staff person who will serve as the primary liaison with the non-501(c)(3) organization lead project person. Note: If awarded , Grant documents will be mailed to the Fiscal Sponsor and must be completed by and reflective of the Sponsor; these include the Cultural Arts Grant Agreement, schedule documents, insurance, financial and tax information.
Grant request amounts to the Organization Project category are based on the following:
Organizations with a documented minimum two-year history of arts programming may request up to 20% of the projected cash expenses, not to exceed $20,000 for the proposed project.
Organizations with less than two years of active arts programming may request a fixed amount of $4,999.
The Organization Project grant can support only a portion of an organization's project budget:
Organizations are required to match the City's grant on a cash basis at a minimum of 4:1 (i.e., for every dollar of the City's award, the recipient organization must secure an additional four dollars). Please note that we require documentation of matching funds.
Other Cultural Funding Program grant funds may not be used to meet the match, nor may in-kind contributions.
Only one application to the Organization Project category is allowed annually per organization and per project.
Requests must be based on the budget of the arts program only, not the organization's entire budget.
The lowest grant amount that can be requested is $4,999.
Funds from the Organization Project grant program must be used in accordance with the following guidelines:
Artistic and administrative personnel salaries, wages, and/or fees
Office, rehearsal or necessary rental space
General office supplies related to the project
Marketing, promotion and publicity expenses
Activities occurring outside of Oakland
Social functions, parties, receptions and/or fundraising events
Food and beverages
Operating expenses for commercial facilities
Major equipment purchases ($750 and above)
Capital construction and/or acquisitions
Activities with a political or religious purpose

You will be asked to provide your Applicant Registry Profile, the Reach of your requested grant, Events to be funded, Narrative, and Budget. In addition, you will be asked to upload the following files:
Work Sample: Please submit only ONE of the following: 1 Video OR 1 Audio sample, up to 5 minutes in length, OR a Literary Sample of 10 pages or less, OR up to 5 image files
Biographies of key artistic and administrative project personnel (Attachment A). Explain each individual's role in this project. Please combine these into ONE document, not exceeding more than two pages.
A list of Art Activities (Attachment B) that you produced last year, including name and location, if available, not exceeding more than two pages.
Any additional Supplemental Materials (Attachment C): Up to 4 pages, combined into one document
A scanned Proof of Residency (Attachment D): Utility Bill, Bank Statement, Rental Agreement or Voter Registration
An Profit and Loss statement and Balance Sheet for your organization (Attachment E) for the past completed fiscal or calendar year.
